First course of the School of Political Studies on Electoral systems and political communication

The first national course of the Albanian School of Political Studies 2024 with the theme "Electoral systems and political communication" took place on April 5-7, 2024 in Vlora.

The first module of the course focused on political communication and electoral campaigns. Mr. Neritan Sejamini, governance and communication expert, brought a critical analysis on the communication strategies of political parties, as an important factor for electoral campaigns and election results.

Electoral systems and current discussions for an electoral reform were presented by Mr. Oerd Bylykbashi, deputy chair of DP. The discussion also helped to shed more light on the progress of the current electoral reform and the role of the international factor in reaching a consensus on this reform. The conversation with Mr. Ervis Moçka, chair of the Vlora District Council, brought a practical approach to the organization of SP election campaigns and the interaction of political representatives with citizens.

The second module of the course presented to the participants the findings of a study on the implementation of the decriminalization law in Albania, a paper drafted by Mr. Eduard Halimi with the support of the Westminster Foundation for Democracy (WDF). The recommendations to fill the deficiencies found during a decade of implementation of this law were presented to the participants by the legal expert Mr. Marash Logu.

The School Program is implemented with the support of the Council of Europe. Collaboration with the Westminster Foundation for Democracy enabled the integration of the topic of decriminalization and political integrity into the School's curriculum.
