First Course of the School 2026 on Electoral Systems and Political Communication

The first national course of the Albanian School of Political Studies 2026, entitled “Electoral Systems and Political Communication”, was convened in Vlora from May 8–10.  
The first instructional module concentrated on an overview of the electoral systems implemented in Albania, as well as the challenges encountered in their application. Mr. Damian Gjiknuri, co-chair of the special parliamentary commission on electoral reform, elaborated on the expectations and obstacles of the ongoing reform process, which is grounded in the recommendations of the OSCE-ODIHR.  

Subsequently, Mr. Ervis Moçka, Chair of the Vlora County Council, provided a practical perspective on the organization of the Socialist Party’s electoral campaign and the modalities of interaction between political representatives and citizens.  

The second module adopted the format of a practical training session on political communication, with particular emphasis on the formulation of campaign messages. Mr. Neritan Sejamini, a public policy and communication expert, presented a critical analysis of the communication strategies employed by political parties, underscoring their significance as determinants of electoral campaigns and outcomes. His lecture drew upon international case studies as well as recent electoral campaigns in Albania, thereby situating the discussion within both comparative and local contexts.
