This paper of by our alumna Ms. Julinda Mansaku analyzes the recent developments for the legal framework of cryptocurrencies at the international and national level and provides some recommendations for policies and respective institutional framework in order to further secure the exchange of virtual currencies and fight informality and money laundering.

Rule of law during the state of emergency as result of COVID-19

This analysis on legal changes and normative acts that have been undertaken in recent months under the emergency of COVID-19, was produced as part of professional contribution of the alumni of the "Albanian School of Political Studies". As the first phase of pandemic coping has already passed, it is worthwhile to conduct an analysis of the functioning of the rule of law and the proportionality of the measures taken during this period of state of emergency.

"Challenges of online communication strategies of local governments”

The paper analyses the online communication of two local governments units in Albania (Saranda and Mat) with the aim to understand the problems and offer recommendation to improve the online communication, considering it as an obligation towards the citizens.

“Direct Democracy as an incentive for civic participation in the decision-making of Tirana municipality”

The paper presents the potential and the practical possibility of implementing direct democracy in the municipality of Tirana. The author brings the example of referendums in Switzerland and analyzes the benefits that this practice can bring to get citizens' opinions, to consult with them and to get their approval before undertaking projects or interventions that often lead to problems with citizens.

“Participation of women in influencing the decision-making processes in local government” - Case study Shkodra;

The recommendation offered by this paper are based on interviews and field research conducted with women in Unit 2 in Shkodra and Velipoja. The paper underline the concern for the lack of trust from this group of society for their involvement on the decision-making. At the same time, the research underline the importance of new forms of women and girls' involvement in local policy making processes.

“The National Referral Mechanism in Domestic Violence and the role of local structures”

The paper focuses on monitoring the functioning of the National Referral Mechanism of Domestic Violence in Korça and Berat municipalities in order to provide concrete recommendations for improving the implementation of this mechanism. Analyzing the institutional issues and competencies of municipalities after the implementation of the administrative-territorial reform, offers valuable recommendations for other local government units.

This policy briefs analyzes the situation of reintegration of returned migrants and children in particular in the Gjirokastra municipality area, providing a set of recommendations to address the problematic. These findings are intended to serve also to other municipalities where the phenomenon of migrant returns is concerned.

The impact of gender quota in the decision-making of City Councils

This paper analyzes the initiatives undertaken by women involved in local politics. How many social initiatives are taken and how they are implemented in the community. Through it, it is aimed to offer recommendations that will influence the growth and empowerment of women's role in decision-making.

This document aims to provide a reflection of the Albanian reality regarding the aspects of the competences and the effective ability of their exercise within the framework of local government. The impact of territorial reform in the context of balanced development

The paper aims at analyzing the financial results of the Administrative-Territorial Reform in Albania in the first year of its implementation. The research also assesses the allocation of funds in order to reduce the economic inequality between the regions and to accelerate sustainable economic growth in Albania.

The document analyzes practical cases of "interventions" of the Council of Ministers as representatives of executive power or other representative bodies of government in producing legislation, violating the principle of separation and balancing of powers.

The paper analyses the process of consultation of the municipatlty of Tirana for the fiscal package 2016. This paper analyses the participation of young people in decision-making processes at local level by taking as a case study the municipal council in Kukes. The purpose of the study is to offer recommendations in order to improve the situation of young people at the local level, considering it as an opportunity for the good governance of the local units.

The monitoring document offers a clear picture of the status of implementation of Energy Efficiency laë during its first year of entrance in force, in order to respect the obligations defined by this laë and the commitments of the Albanian institutions. The document is part of the ongoing efforts of APS toëards the creation of the adequate ground for a sustainable development of energy sector.
 

The Local Government's Potential on fundraising

The document aims to analyze the untapped potential of local government to ensure financial resources. The researchers have analized the structure of the municipalities of Dibër and Ura Vajgurore offering possible recommendations for capacity building of their staff in view of potential financial donors and programs.

Policy brief on accessibility standards for Persons with Disabilities infrastructure interventions in Tirana

The document concludes that the new infrastructural interventions carried out in 2015-2016 often lack accessibility standards or ignore altogether specific needs of citizens. Some recommendations that can be useful are provided, so that the municipality improves its performance when delivering services which should be equally enjoyed by all citizens, including persons with disabilities.
 

Concept paper The strategy of communication of IS in Albanian - 2015

This document was produced as part of public initiatives of the participants of "Albanian School of Political Studies" and was supported by the Academy of Political Studies. The paper relied on the analysis of some aspects of the strategy of public communication used by IS for recruiting terrorist fighters in Albanian territories. The researchers studied the content of 270 messages on “Facebook” and other online platforms in Albanian language during the last 3 months.

Regional Platform for Action for the sustainable use of energy in bordering areas

The joint Regional Platform for Action for the sustainable use of energy in bordering areas of Korça, Pogradec and Bitola, Kichevo, serves as a guide for local authorities and stakeholders to draw up concrete plans of intervention in relation to the measures of energy efficiency at local level. The preparation of the document was a result of a long process of consultations and surveys, analysis of prominent experts contracted by the project, meetings and workshops among stakeholders in the regions and both countries, thus ensuring a clear image of the situation and the objectives to support the vision for the sustainable use of energy in the region.
