Fifth monitoring report on use of public resources in electoral campaign

The fifth Report on Monitoring the Use of State Resources in the Election Campaign, drafted by the Academy of Political Studies under the project "Strengthening Election Transparency in Albania" (SETA), was published. This report reflects the monitoring findings for the period 25 March - 25 April 2021 in terms of the process of reporting and control of activities prohibited by the CEC and legal acts adopted in violation of the provisions of Electoral Code in the period of 4 months before the elections.
Some findings of the report for this phase:
- Provision of legal acts - In violation of the Electoral Code, 1 Council of Ministers Decision and 4 Municipal Council Decisions have been adopted, which bring benefits during electoral campaign (In total, 14 Laws, 2 Normative acts, 10 Council of Ministers Decisions, 7 Municipal Council Decisions for the period of four months before the election)
- CEC decision-making - 95 denunciations for the use of state resources were registered by the CEC, for which 43 decisions were taken by the State Commissioner, imposing: 3 administrative measures; 5 notifications for taking measures; 24 completed cases without finding violations; 11 cases for not initiating proceedings.
- Prohibited public activities of officials - The reporting process by ministers acting as candidates turned into a process that has lost its meaning and was in practice uncontrollable.
