On 13-14 November 2019 the Academy of
Political Studies organized a parliamentary hearing with the Committee of
Productive Activities, Trade and Environment and on-site visits in the city of
Korca.
About 20 MPs and staff of the parliamentary committee attended two presentations on the state of implementation of legislation on energy efficiency and urban mobility. Experts invited, Mr. Hysni Laçi and Ms. Ray Koci, in collaboration with the Co-Plan Institute, introduced the MPs with the development of bylaws and relevant recommendations for further engagement of lawmakers in these two very important sectors.
The Chairman of the Committee, Mr. Niko Peleshi stressed as very valuable this process of monitoring the implementation of legislation approved by the Parliament. Thanks to the professional expertise provided by independent experts, parliamentarians can further develop the appropriate positive pressure for the institutions that need to implement this legislation.
The MPs expressed their commitment to held additional hearing sessions with the minister of energy and transport and related agencies involved in the second legislation drafting and implementation process, especially related to the delays on the activity of Energy Efficiency Fund and functioning of National Agency for Energy Efficiency. The period when this parliamentary hearing was hold on the eve of the discussion in the parliamentary committees of the annual budget of the ministry of energy, was assessed also very positive to further improve the engagement of MPs for planning adequate financial support for the Energy Efficiency Fund.
Part of the event included on-site visits to the Korça Water Supply Solar Farm as well as other investments in efficient lighting and pedestrian areas, which may serve as best examples to replicate in other cities.
The event ensured also an additional opportunity for capacity building of new MPs who jointed recently the parliament.
