organisations (NGOs) working on environmental and climate protection The
training was focus on the development of professional skills in terms of
engaging in political dialogue and with regard to their ability to network. The activity was part of the Public Dialogue
for the Sustainable Use of Energy in South-Est Europe, financed by GIZ dhe DBU.

training topics, the participants had the possibility to get to know for the
first time the two new draft laws on "Energy efficiency" and
"Energy performance of buildings". Mr. Gjergj Simaku, the director of Ministry of
Energy, which drafted the laws, was also invited on the first part of the
training, offering more information on the process.
The NGOs,
herewith not only felt that they upgraded their knowledge, but also they
directly participated as part of the consultation process. On the following
weeks, APS will organise the process of collecting their suggestions and
comments regarding the draft law and will submit them to the Ministry of Energy
with the aim to be reflected on the final legislative versions.
The same group
of NGOs were invited to participate on the upcoming Parliamentary Hearing at the
moment when the drafts will be submitted on the parliamentary committees. The
participants appreciated the training modules, which were introduced through
professional and valuable information on energy topics.
