The course was held in Durres from 16-19 June 2011. It focused on the functional state and the relations between the powers in democracy. The first dimension was related to local democracy and institutions in Albania and the other one on regional and international matters and institutions. Participants had the opportunity to share and interact on the main threats that democracy is facing today at all levels and institutions and the relations of powers in a functional democracy. The combined theoretical and practical approach used by prominent experts was key to encourage an effective interaction and debate among the 23 participants, who attended the course.
