Seminar on "Decentralisation in Albania: achievements and the way ahead"

“Decentralization in Albania: achievements and the way ahead” was the central topic of an audience of Tirana Mayor Edi Rama with the participants and alumni of the Albanian School of Political Studies, held on 8 April 2009, at Tirana City Hall. Tirana Mayor Rama shared with the participants an overview of the current stage of decentralization (political, administrative and fiscal) and its impact on local governance. He stated that despite several positive steps and the existence of a sound legal framework for decentralization, comparable to that of many EU countries. The reform is far from being successfully completed especially when it comes to urban planning or shared functions between the local and central government. Among others Mr Rama mentioned the need of a territorial reform aiming at reducing the number of local government units as a pre-condition for a fast and successful decentralization.

Discussions then focused on local policies in Tirana municipality concerning local public services, local taxes and fees, and the legalization of informal properties.

The meeting is the first of a series of study visits and meetings with senior government officials at central and local government institutions, planned by the School in the framework of its 2009 program.
